Huge dedup Storage , compression rate 99%

Hi,

I have a file server on windows 2012 R2 with data deduplication active.

On the partition has 9 TB of space 8,9 TB are used by the System Volume Information so this is a dedup rate from 99% is that normal , if i look on the partition, there are only 62 GB used for data, all the rest in in the System Volume Information folder

I already run the GarbageCollection but no changes.
