CREATE PARTITION ERROR

Hi,
 I try to create new partition on SSD for Windows OS because I deleted Local Disk Vol. (I am using Windows 7 PE)

DISKPART>SELECT DISK 0
DISKPART>CREAT PARTITION PRIMARY

Virtual Disk Service error:The operation is not supprorted by the object.

The specified command or parameters are not supported on this system.

----------

But i can create a vol. 

And i have one more question: How can i make this par. bootable?
