Server 2008 R2 Server cannot UNC to IP Address OR Hostname but it can ping

I have a server that is running Server 2008 R2 that is causing me a lot of problems.
I can UNC to the server from another server fine. But I cannot UNC from the problematic server to other servers.
I have checked the services and compared them to other servers that are not problematic to verify no important services have been disabled. I have check ip address / default gateway / dns settings and they are all correct.
This server is on the same subnet as the other servers. There are no firewalls or firewall rules on any of the servers.
I can ping from the problematic server to the other servers fine. I just cannot UNC to them. I have tried hostname and IP address and neither successfully UNC's to the server properly.

This server is a Hyper-V server so it hosts other machines and has a virtual network adaptor configured. What is strange about this is I look at the IPV4 properties of the virtual network adaptor and it contains static address information but when I look at the connection details it shows an APIPA address. No matter what I try I cannot get the APIPA address to release / renew or show the static addressing information defined in the NIC properties. Maybe this is normal for Hyper-V I'm not sure.
