SET extended file properties

I'm using a Windows Server 2008 machine as a source for various downloads. I would like  to use some of the extended file properties to determine what to download. In particular, I want to check the version number of an Access database file. If I store this number as a custom document property inside the database, I have to open it to read the number, necessitating write and delete permissions on the folder. I don't want to allow that.

I have found hundreds of articles of how to read these properties, but only a few unanswered questions on how to set them. There are 279 properties on the Access database in question, and only the intrinsic ones (Path, Name, Size, ...) contain any values.

How do I SET a value into these properties, preferably with VBScript, and/or a visual interface.
