Windows Server 2012 - Admin user + UAC disabled, still cannot write files to C drive

Hi everyone!

I'm having some issues with a Win 2012 server. I'm working with an AD user account, which is a member of "Domain Admins" group and it's also a member of local "Administrators" group of this server. When I try to create any file in C drive from Explorer, I can't do it (if I right click in C drive and go to "New", it only gives me the option of create a new folder). If I want to access any folder located inside "Program Files", it brings up a message like this:

I've disabled UAC (or turned it to the lowest level) but I still can't write or access C drive.

The only way I can do that, is login in with local Administrator account or domain Administrator account.

Is there a way to totally disable UAC in Win 2012?
