File Permissions

Can Anybody help me with this issue?.

I have a shared folder and special permissions configured, but it really doesn't work like i wanted.

I need to restrict the file creating/replacing on a shared folder. The users can only modify the content of a file but not no more, i mean, that the users cannot create, delete or replace file, just modify the existing file content.

Is this possible with windows specials permissions?
