Windows Server 2008 Folder Permission

Hi ok this is my issue.  I have Folder called Files in Share folder which has 10 Folders.  These is a new user I only need to give Read/Write Permission to only 1 folder out of the 10 in the Shared Folder called Files.  The rest of the users Should be able to access this Folder Normally as they do. I have the following.  I have a Sec. Group Created and the new user is a member of that Group.  I have add the said Group in to the Folder and given only "List file/folder"permission. The NTFS share permission is for "Every one" - "Full Control" I intend to restrict users by the Sec_Group that I have creted in the Active Directly and adding them to the folder & give appropriate permission.  Somehow Its not working. The error is that the user I want restrict have the same access to all the folders as every one else....I can't figure out what I Missing..... Help??? :)
