how to enable local security policy and gpedit option in Win8 single language pack

I have to implement local security policy for disabling USB device and DVD drive for some local user .But i cannot find local security policy in Win8 single language pack.In Win7 home edition we can install group policy edit manually

1) Download, and unpack the installer: http://drudger.deviantart.com/art/Add-GPEDIT-msc-215792914

2) Copy the entire folder C:\Windows\SysWOW64\GroupPolicy to C:\Windows\System32\GroupPolicy     Copy the entire folder C:\Windows\SysWOW64\GroupPolicyUsers to C:\Windows\System32\GroupPolicyUsers

3) Run setup.exe

 4) Move the newly created file C:\Windows\SysWOW64\gpedit.exe to C:\Windows\System32\

5) You will now be able to run gpedit.exe 6) For convenience create a shortcut to C:\Windows\System32\gpedit.exe in 'Control Panel\System and Security\Administrative Tools'

This option is not working on Win8
