How to setup a custom background in network shared folder Server 2012

We have a Server 2012 acting as Domain server, and also has a shared folder. The client computers are Windows 8.1. Now I need to set up a picture as the background of the shared folder, and I want all client computers to see that picture when open it. How can I do that? 

I tried this solution but did not work: 

Create a desktop.ini fine inside that folder and put following contents,

[AveFolder] 
IconArea_Image="C:\images\folder1.jpg" 

Once it is done reboot the machine. This folder will be visible with the sepcified image,
