How to use Offline mode for shared items

Hello,

I enabled Offline mode by this instruction in windows server 2012:

But thats not working.

I have a windows server that if file server and all files are shared to other machines. I want to when file server is off or inaccessible, other machines (clients) can work via offline mode.

Should I enable offline mode on client's machine too?

Please advice.
