Physical Disks showing up in Disks in Storage but not in Primordial pool on the storage pools tab

I am trying to create a storage pool in Windows Server 2012 File and Storage Services using two disks that I created under a VM in Windows Azure. When I launch Server Manager and then go to File and Storage Services under disks I can see the two 50GB disks that were created.

However when I click on the Storage Pools tab and then click on Primordial so that I can create my own Storage Pool that contains both disks listed in the screen shot above only one of the disks is present so I am unable to create the pool for both disks. A screen shot below shows the Storage Pool tab and the only disk showing up. How do I fix this issue?
